Windsor Hills Owners and Property Managers,

In accordance Full Phase 1, attached is the safety plan submitted on behalf of short term rental owners. There are several expectations that the County is committing to on behalf of short term rental owners. Please read this letter very carefully.

 

This is a copy of the actual letter submitted by Mr. Don Fisher, Osceola County Manager, to the Florida Department of Business and Professional Regulation (DBPR).

DPBR has approved the plan as submitted. There are several expectations (noted in bullet form) that the County is promising will take place.

The last bullet point is very important: Vacation rentals may not be used for events or group gatherings that exceed maximum occupancy. Only guests whose name are on the reservation are authorized to stay in the home. Any Guest having events or group gatherings in the home or exceeding the numbers of authorized Guests will be evicted immediately evicted without refund. 

  1. Owners and Property Managers will be doing the evictions, not Windsor Hills.

  2. It is each owner’s responsibility to communicate to their guests the maximum occupancy at their home. 

  3. All licensed homes must have a posted house floor plan, indicating the locations of fire extinguishers, emergency exits and the maximum occupancy.

  4. Owners must note in dwellingLIVE if they want their guest to have or not have guests. Lack of notation in dwellingLIVE means guests can have guests.

  5. Authorized Guests must have their reservation paperwork (rental voucher or e-pass). This can be on a smartphone but NOT in text message format.

  6. It is not Windsor Hills responsibility to “police” the number of people staying at each home. We will continue to notify owners and property managers if we think there is an issue or a concern.  

  7. Outside security cameras, like doorbell cameras, can help owners verify the occupancy at their homes.

 

Each owner should discuss these guidelines with their property managers. If you self-manage, you should discuss these guidelines with your attorney.

Thank you to everyone who has been using dwellingLIVE (DL). You know who you are! Thank you!

 

To the owners or property managers who didn’t use dwellingLIVE, you must start using the system. If you don’t know how, send us an email with your Windsor Hills address and we will send you your registration code and instructions. If the booking is not listed in dwellingLIVE and they don’t have a rental voucher or e-pass, they will not be allowed into Windsor Hills.

In order to avoid exceeding the maximum occupancy we are reviewing the dwellingLIVE guidelines.

 

  1. When pre-registering the Booking (aka: Authorized Guests) in dwellingLIVE please write the total number people in the party in the notes. You don’t need to list each person in the notes section but it is helpful.   

  2. If your booking, consists of multiple cars arriving at your home, please pre-register each driver separately in dwellingLIVE. This is very important when the party members are arriving at different times or on separate dates.

  3. Bookings (aka: Authorized Guests) must have their reservation paperwork (rental voucher or e-pass) available to show the guards in order to enter Windsor Hills. This can be on a smartphone but NOT in text message format.

  4. It is each owner’s responsibility to communicate to their booking party the maximum occupancy at their home.

  5. All day guests must be pre-registered into dwellingLIVE. Once entered into DL they will be allowed into the community.

  6. There is a FIVE CAR MAXIMUM per Windsor Hills property address. Exceptions MUST be ENTERED INTO DWELLING LIVE prior to arrival.

  7. Registered guests CANNOT share parking passes with unregistered guests

  8. It is not Windsor Hills’ responsibility to “police” the number of people staying at each home. We will continue to notify owners and property managers if we think there is an issue or a concern.

In accordance with the Executive Order:

Dear Windsor Hills Owners and Property Managers,

 

In accordance with the various Executive Orders issued by Governor DeSantis:

  1. The Theater will remain closed until further notice.

  2. The Exercise Room. In order for guests to practice Social Distancing, the occupancy in the exercise room is limited to a maximum of 4 users at a time.  

  3. There is a sign-up sheet in the Welcome Center to use the exercise room. The sign-up sheet is for owners and guests. Sign-ups can be done over the phone at 407-787-4255.

  4. The first usage session is at 8am. The last usage session is at 9:30pm.

  5. Exercise room usage is limited to 30 minutes per user, per session. Please be on time.

  6. Guests must clean the exercise equipment before and after they use them.

  7. Exercise room usage guidelines will be revised as recommended by the Local and State Authorities.

  8. The Game Room. There is limited seating in the game room in order for guests to practice Social Distancing. Operating hours are 8am until 10pm, daily.

  9. The Community Pool and Hot Tub. There is limited seating around the pool deck in order for guests to practice Social Distancing. Operating hours are 8am until 10pm, daily. All visitors to the pool, including owners, must obtain wristbands from the Welcome Center.

  10. Sir Windsor AquaVenture (water park and water slides). Summer operating hours are from 10am until 8pm, daily. In order to practice Social Distancing the number of guests allowed in the area is limited.

  11. The Welcome Center. Operating hours are 8am until 10pm daily. In order to practice Social Distancing, only 2 guests with masks, are allowed in the office at a time.

  12. The Windsor Hills MarketPlace and Grill is open 10:30 until 5pm, daily. In order to practice Social Distancing, only 6 guests are allowed in the shop at a time and must stand 6 feet from each other.

  13. Recreation areas. Tennis Courts, Basketball Court, Sand Volleyball Court, Putting Green and Playgrounds are open. We ask that everyone practice social distancing when using these facilities.

  14. Please note: if social distancing is not respected, above listed operating hours may be reduced.

 

Our Custodial team is using CDC and EPA approved cleaners in areas frequently touched by guests

Please keep registering your guests and vendors in dwellingLIVE. The security team is being very diligent in only allowing those who have been pre-registered in dwelling live into the community.
